Ht. 5"6, Wt. 212 - this isn't really about weight but about pant sizes how do they measure the waist in inches? or another method b/c i fit a size 34 jean and when i just use a measuring tape aroeund my waist it like 40???

It means that there are usually around 4-5" added to make the garment feel comfortable. If the actual size was exactly what you measured your waist at, it would not be comfortable when you wore the garment because there would be no "give". There is always fluctuation in body measurement due to water fluctuations, especially in the waist measurement. If they called the size exactly the same as a person's waist measurement, people would buy their waist measurement and be unhappy with the fit when they wore the garment. Hence, the "ease" measurement is added. Even so, there is way too much variation in sizes in the garment industry.
